The cable companies are subject to franchise agreements of local governments. After some searching, I found this contact information:
SLO County and unincorporated cities: (805) 781-4357
San Luis Obispo, Bridgitte Elke, Principal Administrative Analyst: (805) 781-7151
These are general city contact numbers, I wasn’t able to quickly find the contact info for the departments/persons directly involved with cable franchising:
Morro Bay: (805) 772-6200 x5 (administration)
Atascadero: (805) 461-5000
Arroyo Grande: (805) 473-5414 (administration)
Paso Robles: (805) 227-7276 (city hall)
California Public Utilities Commission: http://www.cpuc.ca.gov/puc/
Feel free to call the appropriate city or county contact for your service area and let them know that Charter’s inspection of all web traffic going through their network is NOT acceptable to you, and that you prefer your web browsing to remain unmonitored and unaltered by Charter.
When calling, make sure you speak to someone responsible for cable franchising agreements.

To opt out of Charter’s targeted advertising plan, go to http://www.charter.com/onlineprivacy and fill out the form. It places a special cookie on your computer that will keep Charter from tracking your online activities.
Be sure to do this from each different computer you use on Charter. Also, if you use more than one browser (Internet Explorer, Firefox, etc.) you have to do it once from each browser.

I had charter they installed the cable 11 ft. off the blacktop crossing the street in front of my house, One week, truck hit it, charter fixed it illegally 11′ again hit by another truck, I called them and told them to disconnect my internet service, a guy came out didn’t contact me, cut my telephone line and left, I went crazy called them, they said,” oh were having a brpwn out in that area, I called the ceo, no brown out serveral employees were supposed to loose their jobs over this, went to att, they are not much better sent me $2,000 long distance bill said I didn’t have a calling plan in place, what a racket, got that fixxed but their still slamming my bill , try Vonage?

Franchising business is good but some franchise needs some cold hard capital to start with.:,’
