The negative sleeve says Coast Hwy 1 and has the date 12-2-66. I couldn’t find the article that went with this image but it appears to me that this is between of Cambria and San Simeon. I thought the photo was interesting enough to stand without a story.
Hearst Castle had been open to to the public for tours about 8 years, perhaps the Highway was being widened. It could be the road was being moved back from the bluff edge. There were a lot of storm stories during this time period.
Construction was also underway nearby in Cayucos on a highway bypass and a nuclear power plant was being proposed for the town.
